The aim of Local Government Service Victoria, authored by Lawrie Groom, is to keep practitioners abreast of changes to local government law, procedure and policy. The Service is a resource designed to assist council and state government officers, lawyers and barristers, and a valuable reference to people involved in governance.

Local government law continues to evolve in scope and complexity. The government regularly amends the Local Government Act 1989 and it is now one of the largest of the Parliament, having more than trebled in size, since 1989, to over 400 pages. The government continues to change regulations, and to make Orders in Council and Ministerial Guidelines, and there is a constant flow of decisions on local government matters by courts, tribunals and panels.

The sector is scrutinised by non-judicial organisations, including the Auditor-General, Equal Opportunity and Human Rights Commission, Local Government Investigations and Compliance Inspectorate, Ombudsman, Privacy Commissioner and in due course, by the Independent Broad-based Anti-corruption Commission, and Freedom of Information Commissioner.

Local Government Service Victoria provides a reliable, up-to-date, single source of information on the Act and regulations, together with developments within the sector, including decisions and reports of the many judicial and other bodies that resolve disputes and conduct inquiries into council matters.

The Service contains an up-to-date annotated Local Government Act 1989, and copies of local government regulations and other Acts relevant to councils.

The annotations include references to decisions of the High Court, Supreme Court and Court of Appeal, County Court, Magistrates’ Court, Victorian Civil and Administrative Tribunal, Privacy Commissioner, and Municipal Electoral Tribunal, as well as recommendations made by the Auditor-General and Ombudsman. Cross references are made to other sections of the Act, regulations and Ministerial Guidelines and Orders in Council, and information is included on their applicability to the City of Melbourne and Greater Geelong city councils. The annotations also include information on the administrative responsibility of various sections, pending amendments and further reading. 

Local Government Victoria has specialist chapters on the local government system, including procedural check-lists, decisions of the Municipal Electoral Tribunal and summaries of public liability cases. The Service includes information on the responsibilities of the State and Commonwealth local government departments and inter-government bodies, biographies of the State and Commonwealth local government ministers and lists of the Acts they administer. Local government policies promoted during the last State and Commonwealth elections are summarised, together with up-to-date progress reports on their implementation. Inquiries of interest to local government are reported, including those by the Parliament of Victoria. A directory of councils is included. Also included is information on proposed legislation, appeals to the High Court and other local government news. Recommended reading summarises articles in the Local Government Law Journal and other specialist publications.
